Constitution of NAPHS

The governing document of the Al-Hikmah University Chapter, as in force for the 2025/2026 session.

Article I

Name and Chapter

  1. 1.The association shall be known as the Nigerian Association of Public Health Students (NAPHS), Al-Hikmah University Chapter.
  2. 2.The association is a recognised departmental student body of the Department of Public Health, operating under the authority of the university and the national body of NAPHS.

Article II

Aims and Objectives

  1. 1.To promote the academic, professional and social welfare of all public health students of the chapter.
  2. 2.To foster unity, discipline and mutual respect among members.
  3. 3.To advance community health education, advocacy and service within and beyond the university.
  4. 4.To represent the collective interest of members before the department, faculty and university authorities.

Article III

Membership

  1. 1.Membership shall be open to all bona fide students duly registered in the Department of Public Health.
  2. 2.Every member in good standing shall have the right to vote and to be voted for, subject to the provisions of this constitution.
  3. 3.Membership ceases upon graduation, withdrawal or expulsion from the university.

Article IV

Organs of the Association

  1. 1.The organs of the association shall be the General Assembly, the Executive Council, the Legislative Council and the Independent Electoral Committee (NAPHSIEC).
  2. 2.The General Assembly, comprising all members, shall be the highest decision-making organ.
  3. 3.The Executive Council shall be responsible for the day-to-day administration of the association.
  4. 4.The Legislative Council shall make bye-laws, approve budgets and exercise oversight over the Executive Council.

Article V

Elections

  1. 1.All elections shall be conducted by the Independent Electoral Committee (NAPHSIEC) in a free, fair, transparent and credible manner.
  2. 2.Voting shall be by secret ballot on the principle of one student, one vote.
  3. 3.Only members whose eligibility has been verified by NAPHSIEC may register as voters.
  4. 4.Results shall be published by NAPHSIEC and shall be auditable by the General Assembly.

Article VI

Tenure and Removal from Office

  1. 1.Officers shall hold office for one academic session and may not serve more than two consecutive terms in the same office.
  2. 2.An officer may be removed for gross misconduct, financial impropriety or persistent absenteeism by a two-thirds majority of the Legislative Council.

Article VII

Finance

  1. 1.The funds of the association shall be derived from dues, levies approved by the General Assembly, donations and grants.
  2. 2.The Financial Secretary and Treasurer shall keep proper books of account which shall be open to audit at any time.
  3. 3.The Executive Council shall present an audited statement of account to the General Assembly at the end of each session.

Article VIII

Amendment of the Constitution

  1. 1.Any proposal to amend this constitution shall be submitted in writing to the Legislative Council.
  2. 2.An amendment shall be effective only when passed by a two-thirds majority of the General Assembly and ratified by the departmental authority.
